The Scottish HumanRights Commission (the Commission) welcomes the opportunity to submit evidence to the new Scottish Parliament’s Scotland Bill Committee in respect of the proposed amendment to the Scotland Bill (the Bill), in particular clause 23 of the Bill (Implementation of international obligations).
