Letter to the Deputy First Minister John Swinney MSP, asking that the Commission's earlier recommendations on the Terms of Reference for the upcoming COVID-19 Inquiry be revisited, to ensure they are as strong and clear as possible in terms of embedding human rights into the Inquiry.
