Submission to Scottish Government on Amendments to the Mental Health Legislation in the Event of a Civil Emergency or Influenza Pandemic

In its submission to the Scottish Government, the Commission stated that all measures taken to enable services to cope with significant staff shortages and other impacts of emergencies must respect human rights, including the avoidance of arbitrary limitations of rights. The Commission also considered that the human rights impacts of the Amendment require further clarification.
