Statement on Gaza

The Scottish Human Rights Commission (SHRC) has today expressed its deep concern at the continuing violence in Gaza, and calls on the international community to cooperate to ensure human rights are protected.

Professor Alan Miller, Chair of the SHRC, said both sides must comply with international law.

"The SHRC supports the resolution from the UN Security Council for an 'immediate, durable and fully respected' ceasefire."

"While attacks on Israel are unacceptable and unlawful, the people of Gaza have been subjected to an alarmingly disproportionate response, leading to the deaths of hundreds of civilians and leaving several thousand women and children badly injured. Hundreds of thousands are without safety, without food, without access to adequate medical treatment, and without shelter."

"A ceasefire must be reached as a first step towards realising the human rights of everyone in Gaza and Israel, and humanitarian assistance must be allowed to reach those who need it as a matter of urgency."

As a National Human Rights Institution (NHRI) the SHRC is prepared to meet its responsibilities by offering its expertise to forthcoming fact-finding, investigative or monitoring missions in the region.

Professor Miller said:

"There is a clear and pressing need for effective, independent human rights monitors and investigation into all alleged violations of human rights and humanitarian law by both sides."

"As a national human rights institution we are actively exploring how best we can work with our colleagues at the United Nations Office of the High Commissioner for Human Rights and across the international network of NHRI’s, including our sister organisation in Palestine, the Independent Commission for Human Rights, to play our part in the protection of human rights of everyone in the region."

The SHRC welcomes the Scottish Parliament and Scottish Government offer of humanitarian support for those affected by the crisis.
