2009 / 2010 Annual Report published

The 2009 / 2010 Annual Report from the Scottish Human Rights Commission has been published today. The report details the work of the Commission over the past year, and
shows where progress has been made in key strategic areas.

The Report shows that a core aim has been to promote and protect human dignity in the care sector - this is a priority area identified by the public in a nationwide consultation undertaken by the Commission in its first year. Initiatives include working with the Cross-Party Group on Alzheimer's to create a Charter of Rights for people with dementia and their carers. In the past year the Commission has also established a recommended framework for an Acknowledgement and Accountability Forum for the victims of historic institutional child abuse, and produced an evaluation of the lessons from the human rights based approach towards care as developed by the State Hospital at Carstairs.

Our work extends into several other areas. In November together with the Scottish Government and civil society we hosted a major conference on Climate Justice which resulted in a joint communiqué which was presented by Chair of the Commission to the Scottish intervention at COP15. The Annual Report also details the Commission’s international work in representing Scotland within the UN review on Economic, Social and Cultural Rights, the National Preventative Mechanism under OPCAT, and the Convention of Rights of Persons with Disabilities.
Additionally we are working with the United Nations to deliver a major international conference on the theme of Business and Human Rights at the Scottish parliament in October. The ICC Biennial will bring human rights experts from around the world to Scotland, including the UN High Commissioner on Human Rights Navi Pillay, to share their expertise and learn from our experiences.
