The Skills to Foster: Assessment Materials

This course will use the Fostering Network’s newly-developed assessment materials which will help you to assess potential foster carers on the basis of their skills, knowledge, abilities and experiences.

The course aims for a flexible approach and is evidence-based, allowing you to build up a portfolio that can be used to meet relevant standards and qualifications. It can also aid you in implementing ongoing professional development plans for your foster carers.
Straightforward and user-friendly, these assessment materials aim to help you assess and approve the foster carers you need. The assessment of prospective foster carers is a central task for agencies but continues to reflect ad-hoc approaches within the same fostering team.
The Scottish Code of Practice recommends that “The assessment process should be designed to gather evidence of the qualities, skills (competencies) and aptitudes needed in a foster carer. It should have objective and fair standards which are applied uniformly and are understood by all concerned”.
This course will help agencies implement these recommendations for Foster Care, and firmly place the assessment process within a framework of equal opportunities and anti-discriminatory practice.
Learning outcomes
This course will enable participants to:
Clarify the criteria against which to assess prospective foster carers explore ways participants’ own values and attitudes affect the assessment process, describe some key messages from research relevant to assessing foster carers, clarify how agency practice matches a set of standards for workers assessing carers, consider a range of methods, techniques and tools used in assessment discuss competency-based approaches to assessment and identify diverse ways of gathering evidence.
